Party/Raid looting update/improvement

Alpha 2 has been great so far, but there has been a persistent issue with the looting system for group drops when in party/raid. When set to the default loot rules, item drops can be overlooked by a party member in the sea of flashing colors and cause rare+ item drops to bypass the loot rolling mechanics. This is problematic because the item drop goes to global loot and can be picked up without the party members responsible for the kill getting a chance to roll simply because 1/40 raid members couldn't see that there was gear loot. This could be partially alleviated by allowing us to limit/disable other players visual affects, but the core issue relates to how loot drops behave when in a party/raid situation. The current loot system causes tanks to often collect the "tank tax" where they bypass loot rolls and get rare item drops that the back line casters were unable to loot due to the danger of the front line.
The most obvious solution is to allow all party/raid members to initiate the item drop roll instead of making it dependent on a single raid member to find the body and loot it. The winner of the roll should still need to go an physically retrieve the item.
