Gathering suggestions

For gathering I would start with providing 3 stats (already in-game); gathering speed, gathering quality, and gathering quantity.

Every level should increase all 3, making leveling give tangible benefits. You could then augment this with scrolls, food, ect. But primarily your gathering tool will determine your skill level.

Which the tool I would break into 4 parts, each equipped separately. A blade that increases speed, a handle that increases quantity, a grip that increases quality, and an enchantment that can give a variety of benefits.

I would then use certification requirement to limit what upgrades you can make, apprentice would allow apprentice level upgrades, ect.

Durability then becomes a combination of all the tools and some parts might provide high durability as a tradeoff over other stats.

Lastly to tie this together is minimum thresholds. Each tier will have a minimum threshold, which will basically subtract that threshold from your skill. If it results in 0 or less, you always get the minimum result in that area.

So if you had 90 in all 3 and tin had a minimum of 100; you would get 1 common tin and it would take a really long time to gather.

Because of this I wouldn't tie the tool itself to certifications. But rather just the ability to upgrade parts of the tool.
