Idea: Player zones of contest

Currently there is a lot of confusion and unhappiness about lack of ability to contest resources/zones. This can be seen in many recent posts on the forum. If you wish to contest something, it seems like you either risk way too much for it to be ever worth it, or are out of options.
It seems like this game needs a way to challenge others (or force pvp onto them if they refuse to leave) without too much risk to yourself. To make it fair, the forced party should have very easy option to avoid the pvp.
I do not see how this is planned to be solved in the future, if at all. So here is the idea how that could maybe be solved:
Have groups/raids be able to place contest flag. This would spawn warning zone in large area around the flag which would warn players of the contest, and of its direction. After some time after the placement, maybe 5 minutes, the flag would become activated and contest area smaller than the warning area would be created while warning area would still exist to warn players of the danger. In this way players who do not wish to contest the area may leave it while the contest is activating, or avoid it when it is already active.
Contest flag would be removable by others (to make the area peaceful again), or claimable by others (so that they can claim the area as theirs without the need to wait for activation of new area).
In the contest area, the contesting group would be automatically flagged for all other players. All other players would be automatically flagged for the contesting group. In the future contest area (contest area with not yet activated flag) the contesting group would be automatically flagged for all other players, but other players would not be automatically flagged for the contesting group. This would allow weak contests to be easily removed.
Maybe the activated contest flag could be carried around at walk speed. This would allow contesting groups to move around without posing unavoidable danger to others.
Of course this is just an idea and I do not have fleshed out specifics, but I want to see what people think about this? Do you see any major problems with this idea? Would you welcome it? Hate it?
