Random Mob Levels

I've noticed an issue since phase 1, but is more noticeable now that we have new zones, is that enemy mob levels are all over the map with little to no consistency. The new dessert biome is particularly stark, with level 7 and level 25 mobs basically right next to each other.
People have been complaining that leveling has been slow and most leveling spots are over crowded, because there is basically only a handful of have a smooth level range of mobs. Most everywhere else mobs are either too low level to useful, or max level which are basically useless for leveling. There is really not a lot of in-between.
I think there could be more attention made to evenly spreading out the level ranges of mobs, esp in new biomes, and making more dedicated leveling areas.
