Node Wars, what is the intent?

I've been scouring through the wiki and there is so much information on the "to be" of these that it makes my head spin. What is the intent for the wars for low level players? I read something to the effect that we could man siege weapons etc, but since none of that currently exists, would it not make sense to exclude low levels from the wars no matter their location for now? Or better yet, make it so you can only attack players of your exact level and then everyone could participate?

Feels pretty bad just having to log off because there is nothing I can do. I either die in town or die at the spring...so unless you bound outside your node, you can't continue testing other systems.
