Is Walling off a Brige to delay a caravan wile not taking part in the event Griefing ?

I was running a Caravan and got spotted by a guild less 25 Tank he did use Wall on cool down to delay me and didnt join the even till his kill team did arive.
what whould be the correct way to deal with this ?
