error Code 31

Hi, trying to login and I'm receiving an error code 31. Is the servers up? The schedules looks like they should be. New player btw.

Repaired Microsoft CC+ and game client no effect. Just tried 20+ times and finally got character creation screen.
Once character was created no problems login in - but i finally login into maintenance in 10 min
