Stuck at 75% loading screen

My game is stuck at 75% loading when trying to load into the world on any character. my characters have been loading into the game but i never see that or get to play. My buddy is playing with me and says that 2 of the characters i have tried are still sitting in the starting area, not doing anything. my game has been shut down for at least 20 minutes and they are still loaded in the world somehow, even though i never got to play on them.

    Update: ive deleted both characters and they are still in the game
