Missing Apprentice Tailoring shirt and pants

Title says it all, the vendor is missing both shirt and pants at the apprentice building all we get are bluebell pieces. Now it would make sense if maybe just the shirt was missing because we can in fact make our own shirts but we cannot make our pants.
