Where does one farm droppings at 25?

As title, all the animal spawns seem to stop increasing in levels after 15 and i think u need 2 be within 9 levels to get loot so were the heck does one go to farm droppings whenb u hit 25? :P or it just reroll alts eternally once u hit 25 so u can get more dropping lol

    There are a bunch of 19-20 1* bears between Joeva and Halcyon and there are the 2* and 3* mobs south of Seph that are 15-17ish. I think the rules for 9 levels are flexible with star rating because I farmed a rare drop off of a 2* level 3 mob when I was like 15.

    i was killing grems 15-16 south of seph and they dropped nothing for 10 kills and moved on
