Cloak receipe lost

Hello, Ive found some kind of "Cloak receipe" early on in game in the starter zone and tried to scribe it but it seems to have been lost in the process and I can t see this receipe anywhere in my character /artisan menus.

    This must be “River Stalker’s Cloak” Recipe that comes from doing early quests there. Odds are you can do this quest again or similar, or outright purchase it at the marketplace from a user’s storefront
