Spellbows bug or intentional auto attack issue

Why does the short spellbow meant for magic uses have an auto attack that scales off physical power instead of magic power? What does physical power have to do with how hard or little fire bolt or icebolt shooting out of the bow hits for? Seems like when they switched bows to spellbows they forgot to switch what the auto attack scales off of.
