Any indications about short-term future of the alt-heavy meta in node elections?

As we all know, more and more guilds are ramping up their alts in order to get an advantage in node elections. Soon, it will not be possible for normal guilds/alliances to compete in elections with guilds that have 4-5 level 10 alts per player.
Steven has said recently that the intended design is still 1 citizenship per account, but that's not the state of the game right now.
1. Do we know if this issue is being prioritized in the near future, or can we expect the alt arms race to continue for the next months?
2. Could we maybe get a statement from GMs that voting with alts is exploiting or something like that? Or is Intrepid OK with the current state?

Exactly who is Mayor of a node doesn't in any way impact testing.
We know that there is an intended solution to this situation, and this situation is not in any way preventing testing - it does not need to be addressed.
If we didn't know there was something intended to resolve this, then I would agree that it was an issue.
How is this an important issue in any way shape or form for the development of the game and adding new things to test and give feedback on is beyond me.
The plan is pretty simple and easy to understand.
His stance on it currently is also simple and easy to understand - It's fine to do this.

In game people are represented by characters, not accounts.
The fact that NPC's can't vote is anti-democratic.
