Soothing Glow Bug? No longer Crits

Since the beggining of this phase, Soothing glow not longer crits. Multiple people have reached out to clarify if this is a Bug or intended (no change in patch notes).
Is this intended that the heal cannot crit? Or it was disabled as a temporary fix to help combat snapshotting?
