Suggestion on processing quality

The current iteration of processing treats quality rating as a chance to proc a better quality. And, as far as I understand it, the more quality rating, the higher the chance of a proc.
I suggest that this system is remade to be more like quality rating for the crafting professions. This would also entail that it is the total quality rating of the materials used, the fuel used and your gear that determines the rarity of the processed material.
For example, if I have no rating and use a common copper ore and a common oak wood, the processed result would be a copper fragment of common rarity. If I use a legendary copper ore and a common fuel, the result would be somewhere between epic and uncommon. And, if I have really good processing gear with high enough rating, even if I used both common fuel and a common copper ore, the result would be uncommon or even rare.
This would make processing more predictable and good processing gear would be more valuble. It would also mean that the quality of fuel would be important and at the same time allow us to mix and match different rarities in the same processing.
