Game Crash wont open

The game crashed after i changed some video settings. I was having issues with framerate after login into another character. Interestigly, i got the message you get when loading theh game for the first time when i logged into that character and some settings were reset to default. I am now not able to get back in the game. Game opens and crashes again at 12% in the loading screen. Re-installed, Repaired, restarted, updated drivers, cleared app data. etc.
