Why craft journeyman armor?

Looks like the meta is to craft high-quality apprentice armor just enchant it up to +7 (or so). It's cheaper and easier to find the materials for. So why do we need to craft journeyman armor?
I made myself an Epic Academus Monitor Breastplate. Pretty good T3 heavy armor!
But compared to a Polished Tin Breastplate that is Epic and enchanted to +7, the only stat that's lacking in the Armor stat (and that's still not too bad).
It's the same for most pieces.
There needs to be a reason to seek higher-tier gear. So how can this problem be solved?
Maybe cap enchant stats? Maybe make journeyman enchanting more accessible (it's stupid expensive).

I only have 1 piece of enchanted apprentice gear (neck).
