Alpha 2 Herbalism question

Hello, I am on Vyra and have my character at L11 at New Aela. The settlement has a Journeyman Herbalist. I have my Herbalism to L18. I am trying to build an Apprentice Herbalism Sickle. I am at the JM Herbalist, I click on Apprentice Sickle Tab on the Left side. I add all 3 ingredients, 10 Western Larch timber, 10 Copper Fragments, 1 Basalt Weapon Mold, with 20 Oak timber for fuel All 3 ingredients are present with Green checks next to each item, but that's as far as it goes. The Craft button at the Bottom Right does not become enabled.Do I need to have another skill leveled up? Any help is appreciated .... Cheers

    Journeyman means you have to have 20+ skill level before up certificate or create a tool

    So do I need to find an Apprentice Herbalist to build Apprentice Sickle?
