Can't log in on one toon, able to log in on another.

I have two characters, one can log in just fine, one cannot. This just started happening just now. I get the splash screen, it goes to 100%, and then just sits there indefinitely.
I can hear the sounds of things happening in the world around my toon, but it will not progress past the splash screen. After a minute, the splash screen just reloads, it goes to 100% again, and just sits there.

Update - now the one that could log in cannot, and the one that couldn't log in now can.

Seriously, WTF?!?!??
