Gathering board quest

Now you put the range lvl of the gathering board quest, it's nice if you give quest for each lvl, if you over lvl 17 you can't do any quest.

The quest board are use also to change tax, to take ticket...now also commission board if you over lvl 22 you can't do any quest.
