Mayors and Wars

There needs to be a penalty for mayors who declare wars that don't have the backing of the people. If the war isn't over in 1 day, then the attacking mayor (possibly both mayors) should lose citizenship (forcing an early election) or even better would be forcing the mayors to duel each other (gladiator ring) with the losing mayor dropping citizenship.

Future suggestion: force losing mayors in wars to become citizens of the other node for x amt of time. The losing node can then petition if they want, to get their mayor back via transfer of gold/goods from the node treasury.
