Spell book perfect timing/echo

I’ve been using a spellbook for my cleric since the start of the game but now that I’ve got it leveled high enough I’ve yet even with a 55% change to trigger perfect timing or echo have yet to see them trigger

    I wondered if I had the same issue on my Cleric with the wand (which also has perfect timing/echo). Echo specifically said it echoed damage in the tooltip, so I was wondering if that was the reason why? I'd really like to echo healing, though.
