Bard Skills - Less Damage than Auto Attack

While Mock and Get Off The Stage are reasonable skills that feel good and contribute to damage output, some others do equal-to or less DPS than if the player instead just auto-attacks.
Discordance: This has no value in 1v1 encounters as its damage output is equal to auto-attack, though it has AoE value in groups. It is understandable that this should not be particularly powerful in 1v1, though it should exceed auto-attack.
Chilling Lament: This does slightly less DPS than auto-attack while in the single-target mode, which is clearly a mistake, as the single-target variant should be made to actually be useful in the condition it was made for. It is equivalent to auto-attack with a brief movement slow debuff.
Dark Lullaby: As with the above, the single-target version of this ability does less damage than allowing auto-attack to continue, which is certainly an error. If the enemy has 5 debuffs and the DPS is increased, this will end up being equal DPS compared to auto-attack, meaning even at maximum potency it is useless aside from damaging the rare incapacitated enemy for a stun.
The bard having only two viable damaging abilities, plus a mediocre occasional saga ability, feels very poor for an archetype that should be flexible, versatile, and have a high skill cap. The full-support cleric should not have more damaging abilities than a bard.
