Proposal: remove "Options -> Combat -> PvP" settings, replace them with a simple flagging system

Apologies for being blunt, but the phase 3 flagging system + PvP settings are extremely confusing for players, as well as being very frustrating to use in practice. This is made worse by the new behavior of the "PvP Force Flag" keybind.
I propose the following:
1. Remove current PvP settings from the game completely
2. Introduce the following 3 PvP modes for players:
2.1 PvP mode: off
2.2 PvP mode: combatants-only
2.3 PvP mode: unrestricted

3. Allow switching to any PvP mode via customizable keybinds at any time (normal cooldown for dropping combatant status would still apply).
4. Ensure current PvP mode is always clearly visible in UI (on player UI frames for example).
This would address the following issues with the current system:
1. Confusing settings - Right now, it’s difficult to figure out the correct combination of settings to enable or prevent PvP. We see this daily as groups struggle to understand how to flag correctly or avoid being flagged.
2. Unrealistic keybind requirement - MMO players already use modifier keys for their main keybinds, so requiring an additional Alt modifier for every attack (the current "PvP Force Flag" keybind) is awkward and uncomfortable.
3. Corruption risk - Restricting attacks on non-combatants to unrestricted PvP mode makes it trivial to switch to combatants-only mode during fights, ensuring there’s no chance of becoming corrupt.

Comments
Coordinated guild groups can work around it by either using the "modifier to toggle flag" glitch, or by coordinating constant menu diving for settings changes between "pvp settings" and "pve settings", but both approaches feel awful.
we need to be able to customize and switch our pvp settings while actively playing!
if you dont wanna scrap the base system as it is atm please give us 3 presets we can assign and we can change with keybinds.
as a tank needing to change my settings in the game options while in a pull to be able to pvp or stop it is a chore and bad design.
we need at least base QoL. even in this alpha.

The whole system remains clunky, annoying to use when under pressure from pve and pvp at the same time, AND is open to abuse.
