Apprentice Recipes not showing up on Crafting tables?

Hey so was wondering if anyone was able to create any apprentice level stuff from recipes they found in the world?
I've so far only managed to add the Novice level Shiny Bauble necklace, I learned like 10 recipes when hitting apprentice jeweller and can see them in my artisan menu when i Press P. But when I go to the crafting table in winstead they arent there.
I've learned recipes dropped from named mobs but also the generic recipes like "emerald ring" etc - non of it is showing up at the table.
I understand there are some recipes that are region locked but in the artisan menu it doesn't have any indication like the Anvils/Riverlands starter recipes.
Do i need to be at a specific settlement type like Divine/Scientific? Am I missing something here or is this a bug?
