what is the little "ticket" looking currency for settlements called and how do you get it now?

I went to Windstead to see about trying a market crate. When i went to buy the certificate it want's whatever that little ticket looking currency is. I'm guessing thats the settlement currency. What is it actually called? and also, what's the way to go about getting it? Buy orders now seem to be a bit over my lvl. I seemed to of gotten a few of these I think out of the caches you get from quest rewards. I only have 4 and trying to figure out what I need to to do to get a bunch. thanks in advance!
