Level/Exp Bar is Overlapping Action Bars, Blocking Part of the Action Bar

The Level/Exp bar at the bottom of the screen is not movable (that I can see) and when in the HUD edit mode, it doesn't show up as taking any of the grid spaces, yet it does.
I have one action bar that sits at the bottom of the screen, and it shows on the grid how much room it takes.
When leaving the HUD edit mode and trying to click on an ability on the bottom action bar, the bottom 1/4 of the action bar is blocked by the Level/Exp Bar as you move the cursor up and down you can notice the ability text shows then the Level/Exp Bar info shows.
I wasn't sure why my abilities wouldn't work and my target would un-select itself.
When in a fight and you happen to click the bottom 1/4 of the action bar, it caused the ability to not work as well as losing the target you had selected.
To fix-
Allow the Level/Exp Bar to show how much space it's taking up on the Grid so it doesn't overlap other HUD elements or make the Level/Exp Bar movable...if it is movable, maybe make it easier to notice how to do it because I'm not seeing it.
Tried to take a picture of the HUD and Level/Exp Bar, but the game always Minimizes when hitting Print Screen or Shit+Windows+S for Snip so I'm not sure how to get a screen shot in game.
