Weird Black Aura

There is a strange black auro emitting from my character as well as other NPCs in the world. Is this a bug or graphics settings related? I am unsure. I notice it on multiple graphical settings in game. Currently, the black aura was occurring while on forced Nvidia DLAA, most settings on high/cinematic with the exception of effects being on medium. DLSS in game ultra quality.
