Gathering Quality Tested Hunting and Fishing with food

While using Angler's Smoked Delight and my quality buffs from the guild, and my fishing pole, with 2354 fishing quality, these are the results. Is this intended? At level 50 fishing, I've only gotten six heroic Largemouth bass and one epic bluegill, and this is from the launch of phase 3. The "Test 2" is after a fresh server restart/maintenance. Picture 3 is with me just fishing at lvl 50 fishing, with an epic JM pole and 515 quality. It's the same, if not better.
We ran the test with Hunting with a Rare Hunter's Ragout (+1584 Quality), the total quality on the character was 1900. Again, it felt like it was worse. The following two pictures were from 2 rare Hunter's Ragout while trying to hunt daystriders at 1900 total quality.
