Do we know if certain settlements/cities will be Elven, Orcish, Human etc as they develop?

And if yes do we know what will determine this, will it be the specific region or player race population in region?

    Off the top of my head, I can only say that there will be some implements of a city developing based on races. I think some more information is needed to give a full overview on what will affect it.
