Will a tavern quest be able to be completed by everyone who picks it up, or will it be "first person to complete it gets the credit"? If tavern quests offer gold/experience as a reward, will the tavern be required to supply those rewards? If a player completes a tavern quest/job, does that also give the tavern/freehold experience, since the tavern is promoting player engagement? That's about all I can think of at the moment. Just throwing out ideas.
