I've created a community discord for South East Asia players to hang out in!

Aiming to be one of the main discord servers in SEA countries I have included
-Localized language categories for local language channels
-Future AOC Trading/Social channels based by game servers
-Latest AOC news and server updates
-AOC referral link sign ups advertisement page for contributors/mods and streamers
-Chat, theorycraft and guild customization requests welcomed
-Official channels for confrontation, diplomacy, drama
-Discussion on server based PVE changes, upcoming landscape changes, possible new dungeons, new world bosses, nodes changes.

There are no region locks planned for Ashes. You can play on EU servers from the Philippines if you like. (latency would not be your friend) Or NA, OCE, or SEA. The only restrictions on server regions is if harmonized pricing is made available in that region (cheaper sub to match standard of living and wage difference to the US), which you then would have a choice to pay the $15 USD/month or be locked to a regional server if you choose the cheaper option.
