I dont think you understand development very well. If you are charging for skins, you dont pull them from the game. You hire an artist to make them - an artist that is paid for by the money from the skins they produce. Having a cash shop selling skins doesnt mean less skins in the game, it means about the same amount in the game, plus those on the store.
