its a joke post by one of the devs i believe for the bard. so i doubt this is an actual skill, most likely its a funny bug they found.

Seems to be that they're the "elite of society", smugly waiting for their time.

Not a jibe at anyone, I'm very grateful to those that spent money to help fund the game while I hadn't even heard of it. Just explaining the meme.
