    I think it should stay "below" all the Steampunk that we see for Example in Worst of Warcraft. No Guns, Machine Guns, Rockets Missiles whatever.

    Crossbows, maybe Flintlocks and some other, very primitive/early Fire-Arms and other nice Gadgets however should be okay.

    It is enough having the same amount of technology as in the Lord of the Rings movies, having gears, nails, screws, levers and stuff like that is enough
    PvE means: A handful of coins and a bag of boredom.

    Currently the plans are no gunpowder, no combustion engines, and no steam tech. We will be getting siege weapons and ship weapons like giant potion launchers. We'll have airships.

    I don't even want the airships.

    They will be super rare, so you have that going for you. Basically only between two science metros.

    Extra reason to siege, right? To get rid of them! :D
