ZERO XP Debt PvP: Alternative Guild Wars Scrolls OR An actual zone without mobs/resources

Greetings Gods of Vera,
Your mortal citizens would like to have the opportunity to kill eachother, as training, without the heavy punishment of the EXP Debt.
We had a pvp training session in KDS and after 40 minutes of fights I had a 200k Exp Debt and many others were in the 100k+. That took 40-45 minutes of efficient PvE to clear.
I want the punishment for normal engagements - I love it.
For friendly fights I find it as quite a burden.

Please consider making a variation of Guild War Scrolls with Zero EXP Debt - thus allowing everyone at every level to smash heads in controlled fights without the pain of the exp debt.
Alternative - make an area in the game where PvP is always on, zero exp debt and no mobs or resources present.

I know it can't be a priority but I would argue that it could prove highly valued by the community going forward.

Don't the lawless areas prevent xp debt upon death (I genuinely don't know)?
