um you probably wont be able to attack everybody in the city...your node citizenship is your "faction". i believe you will be able to attack citizens of other nodes if they come to yours though, but time will tell.
this also makes sense, kind of like aion. you could pvp in the city, but only against someone of the other faction, and you would rarely see that anyways
