Level syncing - dungeons and zones?

Will there be level syncing for dungeons and reasons to keep lower end dungeons relevant for higher levels?
Same for zones, if there is a level 20 'world boss/event' will a level 30 player sync to 20 to make the event feel exciting for the level 20? And will there be anything to make that level 30 player want to go kill a level 20 boss.
One of the biggest issues in MMO's I find is that old content becomes irrelevant and making a bad first impressions for new players.

Think that is what he speaks of.
Most dungeons will probably be open world, so syncing it with the players currently inside would be hard to create. Further more, the zone and dungeons, therefore the monster levels, develop alongside with the node.
All we know for now is that levelling is not zoned and it's not quest driven.
We know that dungeons are open world so it may be depending on the player interactions in the area that may determine what level the dungeon is at, just like some monsters are seasonal/or only become active under certain circumstances.
@Kratz Yeah, "zoning" or some sort of "channels" would be required to make this happen in an open world dungeon - whereas this would break the meaning of an open world dungeon, wouldn't it?
This way FATEs stay relevant without a level 50 coming and one shotting everything and thuss ruining the level 3's experience because they don't get to participate in that FATE.
I think it's an incredibly important mechanic to keeping low level content relevant instead of becoming just out leveled content. There is honestly nothing worse as a new player running around and seeing no one. Or an MMORPG where everyone just sits in one city so you don't even get to see the 'massively' portion until max level when you can AFK in city too. It's one thing to have new players and another to keep them.
A open world level sync zone for certain areas e.g. dungeons would be amazing and that plus giving incentive and reason for the max level to keep running that dungeon would also be smart. Even if the dungeon unlocks at level 20 and is a level 20 dungeon a level 50 may want to keep running it for different reasons to the level 20. Perhaps that is how SOME cosmetics/mounts/whatever is grinded. A level 20 will do the dungeon for gear upgrades or something for a quest but a level 50 will come back because each month you can obtain a new/different reward/achievement/whatever.
The dungeons could even change/objectives change based on player choices.
All of this is just an idea but would be great to see something.
