Someone mentioned media repercussions - I think it would be minimal. There was very little when AOC came out with topless females and barely a passing mention in articles when Conan Exiles came out with full nudity (male and female). It matters how the game is marketed and what the target audience is. They were marketed as adult MMOs.
To answer the topic: sure, why not? People can partake or not - not like it'll a quest.. or.. will it?
On a real note, No there should not be brothels. WTF. I'd try to wrap my mind around the logic of this, but I'd just feel even more pity.
I've known, and @Possum has known, players who RP courtesans and the like. Now, that's a bit more difficult than you may think; we think "brothel" and of course everyone instantly lights up with a big, shiny sign that says "S3X!" in their minds. But historically, brothels were multi-faceted, and even today, there are different facets to the "sex" industry -- and no, I'm not talking about those who are suborned into it, either as children or as adults.
In the case of courtesans, often these were women of vast knowledge and learning, who offered entertainments -- from their accompaniment at events to smaller, more intimate meetings of intellectuals and/or politicians, among others. For reference to a more modernistic view of this, think of Inara, in Firefly.
So, "should" there be? I don't know that I think it's a thing that IS "should" create, but I don't see why some enterprising role player(s) couldn't do something along those lines.
There's a vast difference, by the way, between "Role Play" and "Erotic Role Play." ERP is what everyone thinks of, these days, when this topic comes up, but it's actually a great deal broader than that, and can be far more meaningful.
The first time I logged into Rust, the first person I ran into was stark naked, tea bagging a naked corpse on the ground, both with their man parts on full display, glistening in the sun.
I don't recall CNN or the BBC caring all that much.
Seedy ones in the poor part of town, lavish ones in the rich part.
No real details or intense graphics of course; no place or need for that.... I was thinking more along the lines of how the old Monte Python movies handled the subject with a little humorous dialog.
All in all it is my opinion that IS should leave the subject alone and let the players decided to make one if they feel the need.

You also should be available to capture other players that you defeat in PvP, and force them to work in it!!!

Well you may think that would be good for your kid, but it isn't.
If you keep hiding it from him, then it's like letting RNG teach your soon.
You don't know what it means? It means that he will sooner or later learn it from somewhere. And if you don't teach him before it, that source will going to influence your soon growth, which may takes him into the wrong path, or make him into a anti socialized being, and only rarely ends up at the right path.
The choice is yours. Idc where do you live, but if you don't talk about it with your kid, but instead try to keep him away from things like that, then you can be 99% sure that others will going to tech him before he reaches legal age, and then you can't control it afterwards...
Only benefits I can see are:
- Limiting access to the game to younger audience
- Immersion, I say that very loosely
- People with deep dark MMO fantasies will have their erotic desires fulfilled
The negatives I can see though are:
- Limiting access to the game to younger audience
- Negative impression, "Oh hey you play that MMO with brothels?"
- Game play value will either be incredibly awkward or just cringe, "Rapidly click to ram faster!"
- Content I believe only a handful of players will make use of and will only look at once or twice
- If it provides positive buffs/temporary stat boosts, players that decide not to use them are at a disadvantage
-If the event can be skipped and acquired anyway or can be acquired somewhere else then it's even more pointless
