The actual space ingame of a server will be limited to the size of the actual game area yes. 


But That will be a very unlikely problem since the landmass is VERY large overland, I mean they had an area the size of skyrim in just one section of a play test zone. There will also be underealm areas and islands.

So the only real competiton is going to be center of trade routes that are desirable near big merchant areas trading and whatnot
