This game seems like it will ultimately revolve around money (ingame currency). Loot drops do occur, but the majority of drops is going to be resources that players use to sell or craft into worthwhile things to be sold. At the end of the day your gear is going to come from the income you bring in. Even though arenas don't allow for gear gain, it is not stated they don't give resources or currency for wins. If you are earning currency you are earning gear.
It is also not stated what the enchants for Arena even do. For all we know they might be cosmetic enchants, that allow you to show your prestige/rank.
My personal opinion on top of all this, is that in controlled PVP settings like Arenas, gear should not be used period, so skill is actually being tested.
