Regarding SA servers the wiki says the following:
South America is under consideration due to traffic from that region.

Considering the number of threads (a quick search of 'South America'), I am sure you have enough enthusiasm to promote your own server.
Just get everyone to post on 1 thread, and you will show Intrepid how much you want it.
