Right now we only know what tier 1 of the skills are. For all we know tiers 2 and 3 have been changed, and we don't know if the Cleric in this story has points in it anyway. We can only respond with the information given (although I'll agree with Sathrago that a snare feels rather weak in this situation).
Now if this was just one target, perhaps Damnation might be worth it for outgoing damage debuff on the target. But as of now we have an entire enemy group to worry about. You could I suppose use it on just the mage to reduce the damage of any follow up attacks, but I typically prefer to go defensive and ensure my team is safe before I go on the offense. Most likely if our team is knocked down, they have also taken damage. I'm not yet aware of any skills that only provide CC with no damage component attached, so the safest bet is to assume they've taken damage and will need a heal.
Only half the group (4) went down, and the tank is still up, so 2 dps as well. Damnation is a single target cc, right? It doesn't solve much at this point. So it depends on the tank. If he's half decent, he'll do his job and draw all threat to him, but he'll need my heal, so he gets my Benediction which chains to the other 2 dps.
At this point it should not be my job to cc anyone. I should heal the tank and the standing dps. AFTER that first heal, depending on the health of the rest of dps now getting back up, I could maybe throw in some damage mitigation.
When everyone else is up doing his job and they look like they are decent, then I can dps.
When I think of a cleric I think of damage and healing. Personally never liked Clerics being strickly healing imo.
Hehe, the Grammaton Clerics in Equilibrium kicked ass.
