no. depending on what you mean by 'normal', actually, since you'd call anything that can't be killed solo as 'not normal'. . .

Well normal enemy in this context means: non-elite
But u guess you could make them rares.
Not that we know there will be the same system as in WoW.
But you miss the point.
This thread is about making enemies interesting and keeping the player interested.
Hammer Enemy go smash is only engaging for 0,34 seconds. Because if you know your rotation there is nothing new.
I expect that people are able to find out, that enemy with hammer has more than just smash, but maby a uppercut that you should definitely avoid, because he ether winds it up really slow or he can be seen uppercutting goblins into the sky earlier.

you can have varying dificulties in diffrent enemies of one category. in fact you always have varying dificulties! every mechanic can make it dificult for a player or class to defeat something, therefore you have innert difereces in difficulty anyways.
My point is, that no enemy should be a "pushover" in thermes of dificulty. Yea sure, a butterfly should be squished instantly, but a bear? That thing should stay a hazzard for a while at least.
The fear of running into a dificult enemy like a bear should exist. It builds tention and demands the player to engage with its surroundings, rather than zone out and grind.
