Steven has answered this very thing. The white corvid castigator is available only to NPCs and is not obtainable by players.
This goes for all other parts and pieces of cash shop cosmetic sets.
There will not be a theft (stealing/pickpocketing) mechanic in Ashes of Creation in regards to living players.
Non-combatants will not be flagged for looting bodies

ty Jahlon, i should know better than to ask without a wiki search
Can citizens of the same node attack each-other?
Can a gatherer of a vassal node attack a gatherer of a parent node or sibling node if there is no war between their nodes?
Yes, in both situations, normal flagging rules apply. The affiliations hierarchy is used for forced flagging, such as a war.

Why should they stop people from buying accounts?
Are you proposing that only one account should be allowed per household?
What about families that want to play together.
Such an exaggerated and unrealistic problem shouldnt create unnecessary prohibitions.
Node towns and cities will offer a host of services that can differ, town-to-town. Message and contract billboards, Node-specific channels, and markets for stalls are some of what we know of, thus far. Can you give us a general idea of what kind of things we can expect to see/experience when entering a new-to-us township for the first time, and how we'll know to find our way around?
If so, what’s stopping them from griefing players then hiding in a Friendly/Guild members Freehold boundary’s where they can't be attacked back and can log out in safety?
The problem is not that people cant make more accounts or have some restrictive ip block the problem is when there are artificial limits on your account that are easily bypassed by just spending more money if you can only have (random number) 3 buildings on your freehold and only 1 freehold per account the answer isn't to specialize its to buy more accounts. to counter this they just need to make the benefit from more accounts less then spending more hours on your main.
if i take cultist and a dark religion choice, can i hope to have a vampire ?
