[Cleric] Critical healing doesn't work

Description
Critical healing is a important cleric's mechanic, as his Divine Power increases the critical healing chance up to additional 10%.
I played on alpha phase 1 and I didn't have such issues.
On alpha phase 2 I haven't seen a no one critical heal in 19 levels. Even with a over 30% critical healing chance.
Something is obviously broken, and I ask you to investigate this problem, because in combination with another problem, when healing abilities cause damage under the Infected status, you don't want to play for a cleric at all.
Bug Reproduction Steps
Just heal.
Expected Result
With a certain chance, the target receives critical healing.
Bug Report - Actual Result
Critical healing has zero chance.
