Proper Burial quest not Progressing

I spent an hour trying to speak to new people for this quest in Lions town. Thought I was missing something. After looking up a youtube video on it, I noticed he spoke to only two people and the quest progressed. After dropping quest and replicating his guide, no journal updates. Is there a workaround for this?
