You will likely not be able to entirely avoid pvp

You will likely not be able to entirely avoid pvp You can always use alts to get the Freehold, and why do you need to level? @Steven did say that you can exist and be successful just in a city. You will be getting some experience from crafting. Just stay as a 'combat' level 1...
