But will there be toxic people in the grand scheme of things? Of course. People have different opinions as to how to communicate with eachother and what to expect from other players. Surely there will be clashes.

When I first started playing darkfall I was part of a shitty noob clan that owned a hamlet near a village and a guy who had a house there would always come and destroy us as his character was just way better than ours. It motivated me to move across the map and grind my ass off, when I came back to the hamlet, I destroyed that guy and it was one of the best feelings ever. You dont get experiences like that in games where everyone is circle jerking each other, holding hands terrified of conflict. Conflict is the key driving force behind any game having true meaning.
Stop worrying about certain types of players, except them as part of a community and make your stand on whatever side you choose. Play how you want to play, make friends with people who will fight these players, as there will be plenty, spend money to have guilds go after them, there are so many avenues to deal with this without relying on the devs to hold peoples hands.
I guess toxic is relative. In general all MMOs even pve ones have lots of toxic players
That's a pretty huge claim, and you don't even specify the relative term of "toxicity" when AoC isn't even a Sandbox but a Combination of sandbox+themepark, if you had played lineage 2 you would know that the Corruption system derived from it is extremaly efficient "barrier" preventing strong players to go around alone to PK anyone on sight, as stronger the player the better gear he will drop if other people catch him and it wasn't even as punishing as the corruption system which even debuffs the player.
But even without that knowledge you are still entitled to your own opinion, questions, hopes and curiosities as only time and tests will be answer that for you.

Faction was too cruel in World of worldcraft so Blizzard implemented and on/off button to turn off PvP to support all the wounded victims of PvP in an open sandbox environment like WoW Classic in 2004.

Yes but same topic occured in UO in 97, and Gordon Walton now in Crowfall created an own map with no PvP at all and name it God`s Reach, because there are always some pro. WoW guys who want to keep as many players as possible and some hired by Blizzard with an obvious agenda against new mmos coming out.
BFA with optional pvp that a player can turn on/off in that faction game always question open world PvP in every new MMO that comes out which will delve into the risk vs reward type of environment.
I believe that a traditional mmo almost died out, because everything was boring and everyone was a winner so nothing really exciting happened in the world itself which is how I evaluate BFA in WoW.

I think you are confusing terms. Sandbox refers to a game that is open and offers a variety of paths to progress.
If anything, sandbox is the epitomy of casual gaming because it allows players to progress in their own way.
Freedom creates contentment.
What I think you are discussing is griefing and bullying by PvPers. Ashes will be on top of that with the anti-griefing mechanics.
I don't really understand how you could come to think sandbox gaming is a forfront to toxicity? If anything sandbox gamers are the most relaxed out there.
None of this applies to AoC, so your claims could be valid for the whole genre, except AoC because none of the above will happen in AoC
However, ganking can be a part of RPing (if you have a strong imagination) and I guess the guards and other players will hunt the gankers down sooner or later.
