As such, it is in that town nodes best interest to ensure the survivability of that village node - especially if that town node has plans to continue to grow - you can not level up a high level node in Ashes without solid vassal nodes.
In a game like Ashes, it doesn't make much sense to me that a higher tier Node simply equates to a higher level content zone you'd expect to see from a themepark MMO. The entire map is interconnected.
If anything, I'd love to see the reverse be true - that higher tier Nodes have conquered their area and provide all the safety and conveniences that civilization offers, while the lower tier Nodes are still wilderness and thus house the most abundant resources and dangerous creatures.
Citizenship begins at Stage 3.
Higher Level Nodes attract higher level mobs. Better loot to be gained.
